Public Meeting for Bluefish and Summer Flounder, Scup, and Black Sea Bass Allocation Amendments

The Mid-Atlantic Fishery Management Council (MAFMC) and Atlantic States Marine Fisheries Commission (ASMFC) are developing the Bluefish Allocation and Rebuilding Amendment to review and possibly revise the allocation of Atlantic bluefish between the commercial and recreational fisheries and the commercial allocations to the states.

MAFMC and ASMFC are also developing a joint amendment to reevaluate and potentially revise the commercial and recreational sector allocations in the Summer Flounder, Scup, and Black Sea Bass Fishery Management Plan (FMP).

  • Please note that this amendment will not address recreational bluefish management measures, including the three-fish private/shore bag limit and five-fish for-hire bag limit recommended for 2020.

Cooperative Multi-State Pilot Program for Summer Flounder

The Cooperative Multi-State Possession and Landing Program is a trial program that allows commercial fishing vessels that hold equivalent permits in neighboring states to possess each state’s trip limit onboard simultaneously. New York State, in cooperation with Connecticut, Massachusetts, and Rhode Island, has implemented these new regulations to help commercial harvesters increase fishing efficiency, optimize their allowable harvest, and achieve safer fishing practices.

The 2020 trial program is open to summer flounder permit holders that participate in the weekly harvest program. The cooperative program will operate the remainder of the summer flounder winter period, effective February 3, 2020 – April 30, 2020, unless otherwise specified by DEC. The current summer flounder weekly trip limit is set at 1,000 pounds.
